Dr. Simmons was a Manticoran citizen and physician, and an officer of the Royal Manticoran Navy. Holding the rank of Surgeon Commander, he served as chief medical officer of the heavy cruiser HMS Vigilant. When the ship was heavily damaged in the Battle of Monica, Simmons left the ship with a pinnace full of wounded crewmembers before it was destroyed by scuttling charges. (SI1)
