Usage stats on How come when piccolo first died he got to keep his body but when he told vegeta that because he did selfish things his whole he won't keep his body, why was piccolo allowed to keep his body but vegeta wasn't, they had both done bad things

Maybe because Piccolo was still connected to Kami. It would be unfair to send Kami to hell because the things Piccolo did. So King Yami may have made an exception like he did for Dabura instead of sending him to hell he sent him to heaven. Then again some of them have been known to play fast and loose with the rules.
