The Governor's Estate of Water Hammer City was the second large structure after the Temple of Water's Strength. Made with sea-green stones by Kitsuki and Tamori architects, it was the only real fortress in the city. It sat in the northern bank of the river which divided the city, overlooking the large lake, the waterfall, and the mountains. The basement housed a special library, with records of every nemuranai forged at the sacred Temple, by order of the Dragon Clan Champion. A hidden tunnel led this library to the storage room of the Temple.
