The Wishmaker 3000 (also known as Make-A-Wish 3000) was an invention Gary the Gadget Guy created especially for the 3rd Anniversary Party. If you pressed the red button on it, it would start blowing the top part of the anniversary cake off, revealing free party hats. It did not really grant wishes, but was named as such because it was meant to blow out the candles on the cake. The confetti around it had the colors of the party hat. It only appeared during the 3rd Anniversary Party.
