The Magistrate's Outpost in the Imperial District of the Second City housed Imperial Magistrates who directly reported to the Emerald or Jade Champions back in Rokugan. There were rarely more than one or two staff in attendance at this small outpost, while the rest were usually on different missions or tasks.
