The shade luring dummy can be bought from Razmire Builders' Merchants for 15,000 coins. It can be deployed near the temple in Mort'ton to distract the Loar Shades when repairing the temple during the Shades of Mort'ton minigame. Despite the examine text when deployed, it seems to stay until the Shades manage to destroy it.
