The Tumbleweed is normally rolling around the grotto near the magic buffers when an engine gets close by. It scared Percy when he saw Splatter and Dodge by the buffers one night. Thomas encounters the ball of debris right before he and Lily enter the Magic Railroad. The Tumbleweed speaks in a stereotypical Texan accent.
