Silas Mikasinovich was a Havenite citizen and a officer of the Office of State Security. A former StateSec General, he established a six star system pocket empire following the Theisman coup. By 1918 PD, it was one of the last holdouts against the restored Republic. However, he realized that he would not be able to hold out much longer, and was ready to cut a deal with President Eloise Pritchart. She was willing to grant him amnesty as long as he turned over all his capital ships and left the Republic for good. (HH10)
