The Heiwagan is a eye unlocked by Dar'krei Tetsuketsueki. It's known abilities are to be able to control any element, at first Dar'krei could only control Water, Wind, Fire, and Earth Separately. In his existing years is able to use more then one element, even Yin Yang Jutsus. Although it is said to put tons of strain on the body and Chakra, it can match the powers of the Rinnegan. It is said Dar'krei used the Heiwagan to create a walled city in a mountain valley. Only chosen few are able to enter, except no one has been seen leaving the city, few records show that at least 12 people have entered.
