With the demise of the German cruisers on the colonial stations, the Entente forces had next to no enemies left on the open ocean. However, the performance of the cruisers had been so convincing that the German Navy decided to continue harassing enemy merchant ships, by means of converted cargo ships that carried guns, torpedoes and soldiers to capture or sink any merchant ship they encountered.
