In Europa Universalis II, the leader files are a set of configuration files that detail the leaders each country has. In a Vanilla game, the files can be found in the Leaders directory in the DB directory. Every nation that has a leader has its own leader file, which takes the form country-name.XXX, where XXX is the country tag.
