Popeye comes by Olive Oyl's pet shop and, saddened by all the caged dogs, offers Olive to buy all her animals. He releases the dogs from their cages and into the street, but then notices a parrot that would not leave. The bird argues that he is fine in there, singing that Popeye should leave him "well enough alone". He points out that the dogs are now scavenging for food, and a dogcatcher soon arrives to take them away. Popeye chases after him, and pays for all their licenses. The dogs are then returned to Olive's shop.
