Diamond bolt tips can be created through the Fletching skill. A player must have a Fletching level of 65 to make diamond bolt tips. To make them, a player takes a cut diamond and uses a chisel with it to make 12 Diamond bolt tips, giving 7 fletching exp per diamond.
