John Rugar is the Commissioner of Prisons in Metro-Dade County. After Bolton Prison guard Pink was killed (along with a heavy and Laura, Tubbs' girlfriend) Rugar approaches the Vice team to bring in a cop with limited street visibility to stop the corruption going on in Bolton with the guards and inmates. Tubbs volunteers, and Rugar builds him a cover to get him to Bolton on a simple traffic ticket. After Tubbs is made, Rugar works with the team to get him out, after getting into prison, Rugar has to stop the inmates from beating Fox (the watch commander of "D" block) and Hammer (the leader of the Aryan Sons gang), but too late as both are killed.
