Carmody was citizen of Mega-City One who had Ellinson's Syndrome. A perp tried to intimidate Carmody into paying him protection and started a riot at a food queue which led to Carmody being concussed. Judge Joe Dredd suspected the perp who had threatened him had worked for The Organisation
