"Money implies poverty" (or "money is a sign of poverty") was a Culture phrase reflecting its belief that money was an inefficient means of rationing that caused poverty. The post-scarcity Culture did not use money. Its productive capacity and system of distribution exceeded the needs of its people. Money was associated with the Age of Scarcity.
