The Mudkip Slippers are an item; they are used to keep up with the elusive Nobody so that you can battle him and get the Pig Whistle in the Generation 3 remakes of Pokemon Red and Blue, although Bue didn't have a remake as the pirate shame Pokemon Green was remade.
