The creator, author and drawer of bleach is currently Sosuke Aizen, who happens to use 'Complete Hypnosis' in every bleach fan and disguise himself as a human being called 'Tite Kubo'. No further talk has been done as for when each fan has fallen under Kyoka Suigetsu's effect. (Joking :-)... no mean to offend you, free to correct my answer).
