The Hill District didn't boom when the present Civic Arena was opened in the early 1960s. The North Side never had a boom with the arrival of Three Rivers Stadium. The two new stadiums have not yet spurred development on the North Side, unless one talks about the tunnels under the Allegheny River for the light-rail extension.
