The unified Krasnodar-Kiev spy satellite system (Russian:Единая Краснодар-Киев спутник-шпион система\Yedinaya Krasnodar-Kiyev sputnik-shpion sistema) was a set of 2 planned satellites. They would fly 10 miles apart at approximately the same hight. The plan was to get both a high grade light and low grade x-ray image of the same location at virtually these same time. OKB-1 had been ordered to start drawing up plans based on those of the Zenit 2 satellite in 1964, it was partly built and tested between 1965 and 1966. It fell a year behind schedule, had technical problems and went over budget. It was scrapped in mid 1967.
