Allan Witten was a Commander and also Petty Officer Jessica Smith's therapist/psychiatrist. He seemed to believe that Smith was actually suffering from hallucinations and paranoid delusions, not realizing that someone else was responsible for them. Like most of the people in the psych ward, he was left shocked when Smith committed suicide and his disregard for protocol as well as his failure to ensure that Smith got the treatment caused Donald Mallard to personally confront him, the Medical Examiner voicing his anger at a death that could have been easily prevented.
