The Massacre at Caeto Neimoidia took place in 23 ABY because Nute Gunray II was making a popular anti-Order of Corruption speech. This was intercepted by the Order's new Grand Army and the speech was interrupted. Gunray himself escaped although billions didn't. Out of anger, Gunray declared war on the Sith. This was the official beginning of the New Clone Wars.
