Ray was the manager of a cafe in San Francisco. When a few customers complained about Piper Halliwell breastfeeding in public, he rudely asked her and Phoebe to leave, pointing to the sign that said management was allowed to refuse service to anyone. Phoebe was outraged and, after meeting Lady Godiva, was inspired to ride a horse in the nude out of protest. Ray then relunctantly took down the sign.
