Harv Bannister is the vice president for Tipsy McStagger's Good-Time Drinking and Eating Emporium. He tries to buy the recipe for the Flaming Moe. He eventually gets it after Homer goes crazy and shouts out the secret ingredient, just as Moe was about to sell the recipe.
