Though called SNPR, this is actually more a single shot long ranged rifle. The Sniper function is only available to Hunters who posses the Sniper Stance. The rifle has a low rate of fire, around 12 shots/minute. In Sniper Stance, this is even lower, though the damage output is boosted by 200%, making this a weapon that can potentially one-shot all but a few of the named bosses.
