Doogie was an ex-convict and friend of Gabriel Panatello in Los Angeles, California. As part of Panatello's deal with the anarchist Zapata, Doogie deliberately caused a traffic accident on U.S. Route 101, while simultaneously Panatello himself and four others got into accidents on other freeways and surface streets. The six accidents collectively resulted in a complete standstill of traffic across the entire city. This "attack" was orchestrated by Zapata to hinder pursuit efforts after he carried out the assassination of Fed Chairman Martin Webb. (Chaos Theory)
