The report insult check box appears at the bottom of a PM. It allows players to report insulting language and possibly ban the sending user by alerting a Game Operator, or have the bashing limit suspended temporarily. There used to be an automatic insult ban but it no longer exists in ogame. You can, however, get banned for a "heavy insult".
