In an attempt to assemble a bloodline equivalent to the Sage of the Six Paths, Kumogakure, known for kidnapping children of coveted bloodlines, instituted a program of research towards merging several distinct kekkei genkai. Their initial experiments were a failure, resulting in hundreds of deaths. They turned toward Zuigakure, a village renowned for elemental medical ninjutsu. A bargain was struck and together these two villages embarked on a journey only recently completed.
