In 7 ABY, with the Empire splintered and the galaxy still yet to be reunited into a democracy, the Galactic Republic decided that they would create a defense fleet that would rival any opposition a united Empire could create. The first objective was to create a force that was agile and yet dominant as a super power. A Senate and Military review team was created to work together towards the project. The endeavor was given a sixty billion credit spending budget with options to increase if necessary.
