Cassandra Cain, a girl raised as an infant by master assassin David Cain, has a severely limited vocabulary due to David Cain's training methods focusing on her learning to read body motion in place of language as a combat technique. Both Oracle and Batman are trying to help her and Batman allows her reign of Gotham city with the proviso of no costumed criminals.
