Blosser was a 23rd century Human male. By the late 2250s, Blosser was a command division admiral serving in Starfleet, assigned to Starbase 23. In 2257, Blosser contacted Captain Augenthaler aboard the USS Constitution and ordered him to proceed to Sordinia IV and investigate the appearance of six unidentified alien satellites in orbit of that planet after their leader, Prime Vodis Vodanis contacted the base and asked for immediate assistance. Blosser ordered Augenthaler to investigate their intent: if they proved hostile, the Constitution was to use all force necessary, if peaceful, then they were to leave them be.
