Jessica Challot was a Havenite citizen and an officer in the People's Navy. In 1912 PD, she held the rank of Lieutenant and served as Twelfth Fleet's staff supply and logistics officer under Admiral Javier Giscard. Both Giscard and his People's Commissioner, Eloise Pritchart, regarded Lieutenant Challot as an officer without initiative and with a "bean counter" mentality, which they believed accounted for her being stuck with the rank of lieutenant despite being in her mid-thirties and therefore too old for her rank in the hard-pressed People's Navy.
