Garcia was a member of the away team from the USS Rutledge that landed on Setlik III during a Cardassian raid on the Federation colony there. He was ordered to search and rescue colonists from an assigned block of the settlement with fellow crewmen Rendell and Lind. (DS9 novelization: Emissary) There was also a Garcia serving aboard the USS Saratoga. The Garcia serving aboard the Rutledge would be around the same age as Miles O'Brien, or older. The Garcia seen in the episode of "Emissary" appeared to be a reasonably young man.
