Savin th'Vayhr was a Federation diplomat and ambassador-at-large in the 24th century. A Vulcan/Andorian hybrid, Savin was at home on neither world, and his struggle to reconcile his dual nature gave him unique insight into resolving conflicts. Though he labored long towards peace with Cardassia, Savin opposed certain terms of the Federation-Cardassian Treaty of 2370. In a formal address to the Federation Council, he disavowed the abandonment of Federation colonists and called the treaty "a shameful display of political convenience and self-interest."
