Thomas "Tommy" Carcetti is an ambitious politician and rises from a seat on the city council to the position of mayor. While many think that the inspiration for Carcetti is former Baltimore mayor and current Maryland Governor Martin O'Malley, series creator David Simon has stated that while O'Malley was "one of several inspirations" for the character - other aspects of the character came from local politicians "whose names you wouldn’t even know."
