Semi-Quantam intelligence is the ability to have mental capacities and abilities 3x higher then the power holder would without the ability. This ability also gives the user level 1 precognition. Power holders with this ability can use an 'event debug' which they can use to foretell what would happen if a certain event was to take place and its ramifications.
