The United Planets of Earth, or UPE, was a human governing body that replaced the United Nations of Earth (UNE) in 2523 and was replaced by the United Empire of Earth (UEE) in 2546. The UPE was created in response to majority of humans living off-world, thus making the UNE biased towards citizens of Earth. The government was run by a tribunal and a congress. The tribunal consisted of a high secretary (responsible for maintaining the infrastructure), a high general (responsible for expansion and protection), and a high advocate (responsible for maintaining the law). The congress was made of delegates representing the planets.
