The 1946 Pact of Rouen and the 1949 Western Industrial League were singed at the Ravaged May 1946 Treaty of Rouen and February 1949 The Treaty of Istanbul. It is a defence and trade treaty respectively between Free France, Belgium, South Netherlands, Newfoundland, Portugal, Iceland\Faeroe Islands, Milorg territory of Tromsø and Great Britain.
