All about the complex, soldiers are hunting for our hero, with orders to shoot to kill. They know he's dangerous. They've taken shots at him. He may even be wounded. But.... his gun is still in its holster. Why isn't he fighting back? Why is he just defensively dodging? Because they ought to be on his side. They're good guys, and he knows it. It also may plant seeds of doubt when the character doesn't attack as violently as expected. Especially when The Hero refuses to Get It Over With. Examples of Would Not Shoot a Good Guy include:
