After the events of 2552, both the Sangheili and the UNSC were in conditions that were less than optimal. Almost all of their colonies glassed, billions destroyed, their own homeworld devastated just short of glassing, and both their naval and planetary forces decimated, the UNSC quickly realised that they could not afford to fight another war on the same scale, not as they were. To remedy this, they proposed a technological exchange program with the Sangheili. Though initially quick to reject this offer, the Sangheili were reminded that without the Prophets, they had also lost the knowledge to build and easily maintain their own warships and equipment, and that the number of Huragok who had ended up on their side of the Orion Arm was woefully inadequate for the task.
