John Raglan was the presiding detective in Johanna Beckett's murder. He was previously the arresting officer on Bob Armen's case, but in reality he and his friend Gary McCallister and their rookie pal Roy Montgomery had killed Armen , the three of them framing mobster Joe Pulgatti for Armen's death. Years later, upon learning that he was dying of lymphoma, Raglan attempted to tell Kate Beckett the truth about her mother's death during a meeting in a diner.
