Following the election of 1888, President Booth had gained large popularity across the United States, especially in the southern and midwestern United States. Booth had a 39.9% popularity in the New England region of the United States, which includes the "battleground states" of Pennsylvania and New York. The western states of Oregon and Washington were also very skeptical of Booth's plan, but had a 56.8% popularity in the western states, which he had hope would be easy to gain in the 1892 election. However, Booth's national approval rating was 35.6%, which was lowest since he was inaugurated, which was at 67.9% of the population.
