Skynet creates infiltrator units to sneak into Resistance camps/bases and kill Resistance fighters. The key to a successful infiltrator is that it can pass as human long enough to reach its objective, then it can go terminator on any thing that moves. The Terminator wikia mentions a I-950 model: That is apparently mostly human, except for the cybernetic implant that allows Skynet to control the human. The I-950 could ether be created from birth with in a Skynet laboratory, or the cybernetic implant could be inserted into a fully grown captured human. The wikia article mentions that the I-950 could carry things in its abdomen, such as bombs, to make it effective in its job as a infiltrator.
