Before Saddam Hussein was overthrown, there were sanctions against Iraq. These sanctions killed and harmed more people than the wars did. For example, the official position of the US government and the United Nations was that chlorine must be prohibited to prevent the manufacture of chemical weapons, in Iraq. However they knew this would result in so much disease that it has been called a biological weapon and a means to genocide. [1] Both the US government and the United Nations were lead (or coerced) by the Bush administration.
