The Merchant District of Toshi no Naishou enveloped the Samurai Quarter, and it was also the entertainment district, boasting a number of theaters and geisha houses. Patrolling was left to doshin, peasant enforcers. Some criminal organizations controlled most of the brothels and gambling houses of the district. The quarter was famous for its many dancers and comedians, an offshoot of the city's passion for religious festivals. The Itochu River was used to transport goods, and two ports were located in the quarter, the norternmost for internal trade, and the southernmost to handle goods and trade from outside the Naishou province.
