Bumpy Bumblebehr is an NPC bear toon who helps toons through the Chief Justice battle. He guides toons through the battle by telling them what to do and how to do it, like other boss battle NPCs. He is on trial, and when the group of toons come in, the Chief Justice says they are his public defenders, after which he quickly finds out they are toons in disguise. After the battle ends, Bumpy awards the toons with papers left by the CJ, allowing the toons to use cog summons to summon a cog, cog building, or cog invasion.
