A Doomsday Device that seems to be able to control elements in the atmosphere to create storms, clear the clouds, or even cause earthquakes. TV writers seem to confuse weather with natural disasters. The device was obviously built by Reed Richards or Lex Luthor as it is never used for any practical application or to make money directly, which messes with the Willing Suspension of Disbelief. All in all, the whole idea of controlling such a nebulous concept as "weather" is... just odd. Hasn't stopped people from trying though. Also see Snow Means Cold.
