All-American Apu is a limited time costume for Apu that was available during the July 4th 2013 Event, the July 4th 2014 Event and the 4th July 2015 Event. During the 4th July 2013 Event, the outfit was free and available at level 5 or higher. When it was re-released, it was a premium item for 30 Donuts.
