The Intelligence Service (IS) is the civilian foreign intelligence agency of the CFS government. It is rumored to be used as a front for the Japanese Intelligence Agency when it is conducting "false flag" operations. "False flag" operations are Human Intelligence activities where the true identity of the agency recruiting and/or running a spy or other intelligence asset is concealed, and the identity sold to the asset is that of another government or agency.
