The Neo Team Rocket commander is a very high rank member in Team Rocket, they surpass the Executives but are inferiour to the Masked Children and Masked Men. They look somewat a soldier with a cask armed with a dangerous weapon, no one can see their face. Their are 10 Known commanders each of them follow the orders of one Masked Men . Also each of them commands 4 Rocket Grunts, they have pokemon but they mainly use their weapon to finish the enemy instead of battles. But all commanders must obey Mask of Terra no matter what.
